Job Description

Deloitte is seeking a highly motivated and detail-oriented Public Sector Cost Analyst to join our Government & Public Services practice. In this on-site role in Warwick, Rhode Island, you will be instrumental in helping government agencies and public sector organizations manage their finances effectively. You will achieve this by conducting thorough cost analyses, developing robust financial models, and ensuring compliance with complex government regulations. This position requires strong analytical skills, a deep understanding of government financial standards, and the ability to present complex findings clearly and concisely to diverse stakeholders.

Key Responsibilities

  • Conduct detailed cost analyses for public sector projects, programs, and initiatives, identifying key cost drivers and potential efficiencies.
  • Develop, maintain, and refine complex cost models and forecasting tools to predict future financial performance.
  • Monitor project expenditures against established budgets, performing variance analysis and providing explanations for deviations.
  • Prepare comprehensive, clear, and concise cost reports, presentations, and briefings for internal teams and external government clients.
  • Ensure all cost analysis activities comply with relevant government accounting standards, federal acquisition regulations (FAR), and cost accounting standards (CAS).
  • Provide critical cost estimates and justifications to support the development of proposals and bids for new government contracts.
  • Collaborate closely with project managers and financial teams to optimize resource allocation and achieve project financial objectives.
  • Support audit readiness activities and respond to audit requests related to cost data.

Required Skills

  • Bachelor's degree in Finance, Accounting, Economics, Business Administration, or a closely related quantitative field.
  • A minimum of 4 years of progressive experience in cost analysis, financial analysis, or a similar analytical role, with a strong preference for experience within the public sector, government contracting, or a related regulatory environment.
  • Demonstrated proficiency in financial modeling and data analysis using advanced Microsoft Excel functions.
  • Solid understanding of government accounting principles, including Generally Accepted Accounting Principles (GAAP), Federal Acquisition Regulations (FAR), and Cost Accounting Standards (CAS).
  • Exceptional analytical, critical thinking, and problem-solving abilities.
  • Strong verbal and written communication skills, with the ability to present complex financial information clearly and persuasively to diverse audiences.
  • Proven ability to manage multiple priorities, work independently, and collaborate effectively within a team-oriented environment.

Preferred Qualifications

  • Master's degree in a relevant field (e.g., MBA, MS in Finance) or a professional certification such as CPA (Certified Public Accountant) or CMA (Certified Management Accountant).
  • Direct experience with federal, state, or local government budgeting processes, appropriations, and financial reporting cycles.
  • Familiarity with enterprise resource planning (ERP) systems commonly used in the public sector (e.g., SAP, Oracle, Workday).
  • Project management experience or certification (e.g., PMP).
