Job Description

We are seeking an experienced and dedicated Public Housing Manager to oversee the operations of a public housing community in Jacksonville, Florida. The successful candidate will be responsible for ensuring the efficient and compliant management of property operations, fostering a positive resident experience, and upholding the highest standards of safety and maintenance. This role requires a strong understanding of HUD regulations, excellent leadership skills, and a steadfast commitment to serving the community and enhancing resident well-being.

Key Responsibilities

  • Manage the day-to-day operations of the public housing property, including leasing, move-ins/move-outs, rent collection, and comprehensive resident relations.
  • Ensure strict compliance with all local, state, and federal regulations, including HUD program requirements, Fair Housing laws, and other relevant guidelines.
  • Oversee budgeting, financial reporting, and stringent expense control for the property, ensuring fiscal responsibility.
  • Supervise, train, and motivate on-site staff, including leasing agents, administrative support, and maintenance personnel, fostering a high-performing team.
  • Address resident concerns and resolve conflicts in a timely, professional, and equitable manner, prioritizing resident satisfaction.
  • Coordinate closely with maintenance teams to ensure property upkeep, timely repairs, preventive maintenance schedules, and capital improvement projects.
  • Conduct regular property inspections to ensure adherence to standards of safety, cleanliness, curb appeal, and overall property condition.
  • Prepare and submit all required reports to regulatory agencies and corporate management accurately and by established deadlines.
  • Develop and implement engaging resident engagement programs and community initiatives to build a vibrant and cohesive living environment.

Required Skills

  • Minimum of 4 years of experience in property management, with at least 2 years specifically in public housing or affordable housing programs.
  • Demonstrated in-depth knowledge of HUD regulations, including Section 8, LIHTC, and other relevant federal housing programs.
  • Proven leadership and supervisory experience, with a track record of successfully managing and developing teams.
  • Excellent written and verbal communication skills, with the ability to articulate complex information clearly.
  • Strong financial management and budgeting abilities, including P&L responsibility and expense control.
  • Proficiency in industry-standard property management software (e.g., Yardi, RealPage, OneSite).
  • Exceptional organizational skills, attention to detail, and a proactive approach to problem-solving.
  • Ability to work effectively and empathetically with diverse populations and community stakeholders.

Preferred Qualifications

  • Bachelor's degree in Business Administration, Real Estate, Public Administration, or a closely related field.
  • Certified Professional of Occupancy (CPO), Accredited Residential Manager (ARM), or a similar industry certification.
  • Experience working for a large-scale property management company or a public housing authority.
  • Fluency in Spanish or other languages relevant to the local community demographics.
