Job Description

We are seeking a highly skilled and experienced Legal Advisor specializing in Public Sector law to join our esteemed team in Portland, Oregon. This pivotal role involves providing comprehensive legal advice to public sector clients and entities on a broad spectrum of legal issues, including regulatory compliance, public policy, procurement, contracts, and governance. The successful candidate will leverage their deep expertise to provide strategic guidance, meticulously draft legal documents, and represent clients in administrative proceedings and critical negotiations. This position offers a unique opportunity to contribute to impactful public service initiatives and navigate complex legal landscapes.

Key Responsibilities

  • Provide expert legal advice to public sector clients on a wide range of regulatory, legislative, and contractual matters.
  • Draft, review, and negotiate various legal documents, including sophisticated contracts, internal policies, and legal memoranda.
  • Actively monitor and analyze proposed legislation and regulations that impact public sector clients, providing timely insights.
  • Represent clients effectively in administrative hearings, public meetings, and complex negotiation sessions.
  • Conduct thorough legal research and prepare comprehensive legal opinions, briefings, and presentations.
  • Collaborate seamlessly with internal legal teams and external stakeholders to successfully achieve client objectives.
  • Assist in the development and implementation of robust compliance programs tailored for public sector entities.

Required Skills

  • Juris Doctor (J.D.) degree from an ABA-accredited law school.
  • Active membership in good standing with the Oregon State Bar.
  • Minimum of five (5) years of progressive experience practicing law, with a significant and demonstrable focus on public sector, governmental, or administrative law.
  • Profound understanding of Oregon state and local government laws, regulations, and public policy frameworks.
  • Exceptional written and verbal communication, negotiation, and critical analytical skills.
  • Proven ability to effectively manage multiple complex projects and deadlines simultaneously.
  • Demonstrated capacity to work effectively both independently and as an integral part of a collaborative team environment.

Preferred Qualifications

  • Direct experience advising state agencies, municipalities, public utility districts, or other governmental bodies.
  • Familiarity with public procurement processes and government contracting best practices.
  • A graduate degree in public administration, public policy, or a related field.
  • Prior experience gained within a government legal department or a dedicated public sector practice group at a law firm.
