Job Description
Cass County Government is seeking a highly experienced and visionary County Administrator to lead and manage all aspects of county operations. The Administrator serves as the chief administrative officer of the county, responsible for implementing the policies of the County Commission, overseeing departmental operations, preparing the annual budget, and ensuring efficient and effective delivery of county services. This pivotal role requires strong leadership, financial acumen, strategic planning abilities, and exceptional interpersonal skills to work collaboratively with elected officials, department heads, staff, and the community.
Key Responsibilities
- Manage and coordinate all administrative functions and operations of Cass County departments.
- Implement and enforce policies, ordinances, and resolutions adopted by the County Commission.
- Prepare and present the annual county budget, overseeing fiscal management and expenditure controls.
- Advise the County Commission on matters of policy, strategic planning, and operational improvements.
- Direct and supervise department heads, evaluating performance and fostering a collaborative work environment.
- Represent Cass County in dealings with other governmental entities, community organizations, and the public.
- Oversee human resource functions, including personnel policies, labor relations, and employee development.
- Ensure compliance with all local, state, and federal laws and regulations.
- Lead long-range planning initiatives and special projects as directed by the County Commission.
- Manage public relations and communications, serving as a primary point of contact for the county.
Required Skills
- Master's Degree in Public Administration, Business Administration, or a related field.
- Minimum of 7 years of progressively responsible experience in local government management or a related public sector leadership role.
- Demonstrated experience in budget preparation, financial management, and resource allocation.
- Proven leadership and supervisory experience, with the ability to manage diverse teams.
- Exceptional written and verbal communication skills.
- Strong analytical and problem-solving abilities.
- Knowledge of public policy, legislative processes, and government ethics.
- Ability to build consensus and mediate complex issues among various stakeholders.
Preferred Qualifications
- ICMA Credentialed Manager (or in process).
- Experience working with a County Commission or similar governing body.
- Familiarity with North Dakota state laws and county government structures.
- Experience in community engagement and public outreach initiatives.
- Project management certification or significant experience managing large-scale projects.
