Job Description

We are seeking a highly analytical and detail-oriented Cost Analyst to join our Public Sector advisory team in Downtown Halifax. The successful candidate will play a critical role in supporting government agencies and public sector organizations by analyzing complex financial data, identifying cost-saving opportunities, and developing robust financial models. This position requires a deep understanding of public finance principles, strong analytical skills, and the ability to communicate complex financial information clearly and concisely to diverse stakeholders. You will contribute to projects aimed at optimizing operational efficiency, improving resource allocation, and ensuring fiscal responsibility within the public sector.

Key Responsibilities

  • Conduct detailed cost analysis, budget forecasting, and variance analysis for public sector projects and programs.
  • Develop and implement cost allocation methodologies and models tailored to government financial structures.
  • Identify and recommend cost-saving initiatives and efficiency improvements within public sector operations.
  • Prepare comprehensive financial reports, presentations, and dashboards for internal teams and external clients.
  • Collaborate with cross-functional teams, including financial managers, program leads, and policy advisors, to achieve project objectives.
  • Monitor and analyze government spending trends, ensuring compliance with relevant financial regulations and policies.
  • Assist in the development of business cases and financial justifications for new public sector investments or initiatives.
  • Provide expert advice and support on financial planning and resource management to public sector clients.
  • Contribute to the continuous improvement of financial analysis tools and methodologies.

Required Skills

  • Bachelor's degree in Finance, Accounting, Economics, or a related field.
  • Minimum 3 years of experience in cost analysis, financial planning, or management consulting, with a focus on the public sector.
  • Proficiency in financial modeling, data analysis, and reporting tools (e.g., Excel, Power BI, Tableau).
  • Strong understanding of public sector accounting principles (PSAS) and government budgeting processes.
  • Excellent analytical, problem-solving, and critical thinking skills.
  • Ability to interpret complex financial data and translate it into actionable insights.
  • Strong written and verbal communication skills, with the ability to present findings to both technical and non-technical audiences.
  • Proven ability to work independently and as part of a team in a fast-paced, client-focused environment.

Preferred Qualifications

  • Master's degree (MBA, MFin) or professional designation (CPA, CMA, PMP).
  • Experience working with federal, provincial, or municipal government clients in Canada.
  • Familiarity with Enterprise Resource Planning (ERP) systems (e.g., SAP, Oracle) for financial data extraction and analysis.
  • Knowledge of performance measurement frameworks in the public sector.
