Job Description

The City Manager serves as the chief administrative officer of the City of Santa Monica, responsible for implementing the policies and ordinances of the City Council. This pivotal role oversees all City departments and operations, ensures fiscal responsibility, and drives strategic initiatives that support the City’s long-term vision and goals. The City Manager acts as a liaison between the City Council and the administrative organization, fosters community relations, and represents the City in various capacities. This position requires exceptional leadership, strategic planning capabilities, and a deep commitment to public service and community well-being.

Key Responsibilities

  • Execute and administer all policies, ordinances, and resolutions adopted by the City Council.
  • Oversee the daily operations of all City departments and personnel, ensuring efficient and effective service delivery.
  • Prepare and present the annual budget to the City Council, and manage the City's financial resources responsibly.
  • Advise the City Council on policy matters, municipal operations, and legislative developments.
  • Foster positive relationships with residents, businesses, community organizations, and regional governmental bodies.
  • Lead strategic planning and economic development initiatives to promote sustainable growth and community prosperity.
  • Represent the City in inter-governmental relations, community events, and public forums.
  • Develop and implement performance metrics to assess the effectiveness of City services and programs.
  • Ensure compliance with all federal, state, and local laws and regulations.
  • Cultivate a culture of excellence, transparency, and accountability within the municipal organization.

Required Skills

  • Master's degree in Public Administration, Business Administration, or related field.
  • Minimum of 10 years of progressively responsible experience in municipal management, with at least 5 years in a senior leadership role such as City Manager, Assistant City Manager, or department head.
  • Demonstrated experience in strategic planning, budget preparation, and fiscal management for a complex organization.
  • Proven ability to lead, motivate, and develop a diverse workforce.
  • Excellent communication, negotiation, and interpersonal skills.
  • Strong understanding of local government operations, public finance, and community development principles.
  • Ability to navigate complex political landscapes and build consensus among diverse stakeholders.
  • Residency within the City of Santa Monica is preferred within a reasonable timeframe after appointment.

Preferred Qualifications

  • Doctorate degree in a relevant field.
  • Professional certification such as ICMA Credentialed Manager.
  • Experience working in a coastal community or a city with significant tourism and environmental considerations.
  • Demonstrated success in leading sustainability initiatives and smart city programs.
