Job Description
The Public Housing Manager will oversee the daily operations of assigned public housing properties, ensuring compliance with all federal, state, and local regulations, as well as MPHA policies and procedures. This role is crucial for maintaining a high quality of life for residents, managing property resources effectively, and fostering positive community relations. The manager will be responsible for tenant relations, lease enforcement, property maintenance oversight, and financial management.
Key Responsibilities
- Manage a portfolio of public housing properties, ensuring optimal occupancy and resident satisfaction.
- Enforce lease agreements and MPHA policies, addressing violations and resolving tenant disputes in a timely and fair manner.
- Oversee rent collection, budget management, and financial reporting for assigned properties.
- Coordinate and supervise property maintenance activities, including routine repairs, preventative maintenance, and capital improvements.
- Conduct regular property inspections to ensure safety, cleanliness, and compliance with housing quality standards.
- Develop and maintain positive relationships with residents, community partners, and external agencies.
- Prepare and submit various reports, including occupancy rates, financial performance, and compliance documentation.
- Recruit, train, and supervise on-site staff, fostering a collaborative and productive work environment.
- Implement emergency procedures and respond to critical incidents as required.
Required Skills
- Bachelor's degree in Public Administration, Business Management, Real Estate, or a related field.
- Minimum of 5 years of progressively responsible experience in property management, preferably in public or affordable housing.
- Strong knowledge of HUD regulations, Fair Housing laws, and local landlord-tenant ordinances.
- Proven ability to manage budgets, financial reports, and rent collection processes.
- Excellent communication, interpersonal, and conflict resolution skills.
- Proficient in property management software and Microsoft Office Suite.
- Demonstrated leadership and team management abilities.
Preferred Qualifications
- Certification as a Public Housing Manager (PHM) or similar designation.
- Experience working with diverse populations and community engagement initiatives.
- Bilingual proficiency (especially Spanish, Somali, Hmong) is a plus.
- Knowledge of construction and maintenance practices.
