Job Description

Kaiser Permanente is seeking a dedicated and experienced Emergency Management Specialist to join our team in Kahului, HI. This critical role is responsible for the development, implementation, and maintenance of comprehensive emergency management programs across our facilities in Maui County. The specialist will ensure our readiness for, response to, and recovery from all hazards, protecting our patients, staff, and community. This position offers an exciting opportunity to make a tangible impact on public safety within a leading integrated healthcare system.

Key Responsibilities

  • Develop, maintain, and update emergency operations plans, policies, and procedures in alignment with federal, state, and local regulations and best practices.
  • Coordinate and conduct hazard vulnerability assessments (HVAs) and risk analyses to identify potential threats and vulnerabilities to Kaiser Permanente facilities and operations.
  • Design, facilitate, and evaluate emergency preparedness drills and exercises, including tabletop, functional, and full-scale exercises, to test and improve response capabilities.
  • Provide training and education to staff, leadership, and external partners on emergency management protocols, incident command system (ICS), and individual response roles.
  • Serve as a liaison with local, state, and federal emergency management agencies and participate in community-wide preparedness initiatives.
  • Manage and maintain emergency response equipment and supplies, ensuring readiness and proper functioning.
  • Support incident command during actual emergencies, coordinating resources and communication.
  • Ensure compliance with regulatory requirements from agencies such as CMS, The Joint Commission, OSHA, and local emergency management authorities.
  • Contribute to post-incident analysis and develop corrective action plans for continuous improvement.

Required Skills

  • Bachelor's degree in Emergency Management, Public Health, Healthcare Administration, or a related field.
  • Minimum of 5 years (60 months) of progressive experience in emergency management, preferably within a healthcare or large organizational setting.
  • Demonstrated knowledge of emergency management principles, including mitigation, preparedness, response, and recovery.
  • Proficiency in the Incident Command System (ICS) and National Incident Management System (NIMS).
  • Excellent written and verbal communication skills, with the ability to present complex information clearly and concisely.
  • Strong analytical and problem-solving abilities, capable of making sound decisions under pressure.
  • Ability to work collaboratively with diverse teams and external stakeholders.
  • Knowledge of relevant regulatory requirements (e.g., CMS Emergency Preparedness Rule, Joint Commission standards).

Preferred Qualifications

  • Master's degree in a relevant field.
  • Certification such as Certified Emergency Manager (CEM), Certified Healthcare Emergency Professional (CHEP), or Certified Business Continuity Professional (CBCP).
  • Experience in conducting hazard vulnerability assessments and developing comprehensive emergency plans in a multi-site environment.
  • Familiarity with Hawaii's specific emergency preparedness challenges and resources.
